Road Demonstration Committee Distances Self from Meeting Resolutions

Following a planned peaceful demonstration under the currently famous slogan "Zombo Road Matters", something that attracted the attention of Zombo District security agencies & leaders for a harmonious meeting, The Chairperson & his core committee have today distanced themselves from the resolutions of the meeting.

 

In a Press Release today, The committee endorsed by Chairman Sam Rwothomio distanced themselves from the resolutions of a meeting they were invited for tho he personally couldn't attend due to academic engagements & of which, the resolutions were later shared on Radio Paidha during a talkshow yesterday evening further adding that, Him, The team & members of the committee will carry on with their planned peaceful demonstration on Wednesday 25th Oct 2023 as preparations are in full gears.

 

According to a copy of the Resolutions seen by West Nile Xpozed Media Ltd, The Organiser's of the Peaceful Demonstration have been asked to write a letter to the DPC-Zombo informing him of the planned Demonstration, Write a letter to the Inspector General of Police (IGP) seeking for Authorization, Involve Police Fully, Radio Talkshow must be held on Radio Paidha, A letter must be written for a Proposal to meet the Minsiter of Works & Transport & Permission to write a petition.

 

While talking to us on phone, Mr Sam Rwothomio said, He & his team are not ready to meet the Minister of Transport & Works this time since most of the leaders in their various capacities have done that before with fruitless results.

 

When asked of Calling off the demonstration, Mr Sam said; "They can only call off the planned Demonstration if the Concerned leaders come to the community for dialogue & action plans are immediately embarked on to see the shoddy state of roads quickly addressed since about a year ago, Petitions were written to all the relevant Offices & Ministries concerned including the Parliament of Uganda to no action over a year later.

 

Under the 1995 Constitution of Uganda provides that, every person has the freedom to assemble and to demonstrate together with others peacefully and unarmed and to petition the government however it should be noted that, In The 2013 Public Order Management Act which is the primary legislation governing assemblies in Uganda, There is a notification regime under the Act, but which functions de facto as a request for authorisation. Notification must be made at least three days in advance under Section 5 of the Act.

 

Section 6(1) permits the government to refuse permission to hold a proposed public meeting because “notice of another public meeting on the date, at the time and at the venue proposed has already been received by the authorized officer; or the venue is considered unsuitable for purposes of crowd and traffic control or will interfere with other lawful business.” Section 8 authorises the police “to stop or prevent the holding of a public meeting where the public meeting is held contrary to the Act”, and to order the dispersal of a public meeting where “reasonable in the circumstances”.

 

Section 10 requires organisers to provide sufficient stewards for an assembly and ensure that it is concluded peacefully before 7 pm. Participants are required not to obstruct traffic and avoid disorder. Failure to comply with the requirements can result in criminal prosecution and liability.
